At Seton Hall, Frank Fox was a member of both the 1947 and 1948 IC4A Mile Relay Championship teams, and in his senior year won both the IC4A 400 and 600-yard championships. He was named first-team All-American on the 1948 NCAA track team, and in 1949 he was listed in the Track and Field News as the No. 1 600-yard runner in the country, as well as being an alternate on the 1948 Olympic team. He also was a part of four straight one-mile relay championship teams at the Millrose Games. In 1949 as a member of the U.S. National team, he won the 440-yard European Track Championship, the 880-yard International Track Championship and ran on the world record setting 1000-meter relay team.
